Trygghetspunktsövning in Knivsta

In March 2025, TPO conducted a security point exercise together with the Municipality of Knivsta and FRG Knivsta (the Voluntary Resource Group), based on a storm scenario developed by the Swedish Civil Defence and Resilience Agency.

The purpose of the exercise was to test how a security point functions in practice. During the day, temporary communication was established in the field, while organisation, roles and working methods were tested in a scenario where ordinary systems were not available. The focus was on establishing connectivity and enabling coordination under disrupted conditions.

The exercise was documented by the Swedish Civil Defence and Resilience Agency.

The experience shows that capability needs to be built and kept alive over time. Establishing a technical solution is not enough. Technology, staffing and working methods need to be exercised and developed together, repeatedly and in practice.


The exercise in Knivsta is part of RIaaS, a collaborative initiative in which TPO works together with municipalities, businesses, public authorities and agencies and voluntary defence organisations to develop and test capability in civil preparedness.

The work focuses on ensuring that electronic communication functions in practice during crisis and war, through testing, exercises and the establishment of solutions in real-world scenarios.
