RIaaS is an initiative to strengthen the ability of municipalities and local actors to maintain communication during crisis and war. The work is based on practical application, where solutions, working methods and coordination are tested in real-world scenarios. Not in a meeting room.
The background is a growing need among municipalities, regions and voluntary organisations to maintain command, information flows and coordination even when ordinary infrastructure is not functioning. At the same time, there is often a lack of shared working methods for how that capability should be built and exercised in practice.
RIaaS brings together actors from the public sector, business and civil society to build a concrete understanding of what is required for technology, organisation and working methods to function together when it really matters. This is done through joint exercises in realistic scenarios. The work is carried out in three parts:
- Development and verification of technical communication solutions that function independently of ordinary infrastructure.
- Training and exercises to strengthen both technical and organisational capability.
- Dialogue with and between operational actors, decision-makers and responsible authorities
